The service operates for all children under the age of 18, of all nationalities, and residents of the Emirate of Dubai, who display abnormal behavioural or moral problems, according to that which is stipulated in Federal Law No. 6/2022 regarding delinquent juveniles and those at risk of delinquency:
1. If he is found to not have what is considered a legitimate means of subsistence.
2. If he sleeps overnight somewhere other than his home or in places not intended for residence or overnight stay.
3. If he frequents places that people of his age are prohibited from frequenting or if he mixes with suspects or those with criminal records.
4. If he is repeatedly absent from home or truant from school.
5. If he behaves badly or his guardian is unable to control him.
6. If he is involved in using narcotics, psychotropic substances, alcohol, violence, or acts contrary to morals or public morals.
7. If he is found carrying any weapon or tool that endangers the safety and lives of others.
8. If there are indications that he may harm himself in any way.
9. If he has been subjected to abuse that might lead him to deviant behaviour.
10. If the guardian refuses to receive him or abandons him.
